PLSA Principals form the core of the Firm’s leadership and management. They are instilling the Company’s values to all employees as well as nurturing potential principals giving PLSA unlimited potential for the future. Each of the Principals has established themselves within the field and the community as highly respected and trusted individuals.

W. Justin Suiter, P.E.

Justin Suiter is a Principal and the President of PLSA. Previously Mr. Suiter served as Vice President of Engineering for Pasco Engineering, Inc. where he was responsible for managing the engineering design team on all engineering related projects both public and private. Mr. Suiter holds a Bachelor of Science degree in Environmental Engineering from the University of Oklahoma and is currently a member of the North County Civil Engineers and Land Surveyors Association as well as the American Society of Civil Engineers. Mr. Suiter specializes in navigating the regulatory framework of state and local agencies for the development of subdivisions, commercial properties and custom single family homes. He is currently registered as a licensed Civil Engineer in both California and Texas.


Wayne A. Pasco, P.E.

Wayne Pasco is a Principal in PLSA. With over 30 years experience as the President and CEO of Pasco Engineering, Inc., Mr. Pasco is a registered Civil Engineer in California and Colorado who graduated from Bradley University Cum Laude with a Bachelor of Science in Civil Engineering. Mr. Pasco is a member of the American Society of Civil Engineers, the past president of North County Civil Engineers and Land Surveyors, the BIA and the California Association of Subdivision Consultants. Mr. Pasco is adept in his ability to communicate and negotiate effectively with clients and public agencies, as well as public presentations and hearings.


James A. Laret, P.E.

James Laret is a principal in PLSA and has practiced civil engineering and land surveying in San Diego County for over 30 years as a registered Civil Engineer who graduated from San Diego State University with a Bachelor of Science in Civil Engineering. He has owned or been part owner of his own firm for over 27 years, with a wide variety of experience in public and private development projects. Mr. Laret has been a member of the North County Civil Engineers and Land Surveyor Association as the past president and vice president, and the Rancho Santa Fe Community Services District Board of Directors as the past president and vice president. He is well versed in all aspects of land use planning, design civil engineering, hydrology and hydraulics, construction supervision and contract administration.
